Phil Leong has over 25 years of experience in planning, design, and construction of major rail transit projects. His project experience includes main line tracks, maintenance and yard facilities, grade separations, at-grade crossings, multimodal stations, and transit centers. He has managed and delivered projects for various rail transit agencies including SCRRA, LA Metro, PCJPB, BART, RCTC, VTA, and Sacramento Regional Transit District. Other than major commuter rail projects, Phil also has extensive experience in the design and construction of Class I freight railroads including UPRR and BNSF. He will be the point of contact for the project with Metro and oversee the overall design and implementation of the project.
Nasser Ashrafi is a Principal Manager with more than 31 years of experience in civil engineering design and management. As a Principal Manager for RSE, he oversees the project operations and implements QA/QC requirements for the company. He is a hands-on Senior Project Manager leading multi-disciplinary projects in rail, grade separation, highways, civil/site, environmental services, and alternative delivery projects. He has delivered quality planning and final design projects to UPRR, Alameda County Transportation Authority (ACTA)/Alameda County Transportation Improvement Authority (ACTIA), Contra Costa Transportation Authority (CCTA), Caltrans, Santa Clara County Transportation Authority (VTA), San Mateo County Transportation Authority (SMCTA), and numerous other transportation agencies.
Stacey Ingersoll has more than 19 years of experience in program/project management, planning, design, and construction management for major rail projects. In addition, she has extensive experience in civil engineering, track design, and systems implementation for Class I railroad and commuter rail projects. Stacey’s experience as a seconded Project Manager for Caltrain for more than 10 years includes program oversight of various consultants.
